A Look at 2011 Updated Property Taxes for Sevier County’s Smoky Mountain Real Estate

 

I receive many questions regarding what our property taxes are here. So this week’s blog looks at Sevier County property taxes on mountain homes.  The property tax rate is per $100 assessed value of the home. County tax for Sevier County is $1.63 per $100 assessed value. City tax per $100 assessed value is:   Sevierville is $0.31. Pigeon Forge is $0.200, Gatlinburg is $0.1493, and Pittman Center is .85.  The ratio of assessment is 25% for residential/rental property. This applies to owner occupied homes and second homes.  See the examples below for a home assessed at $100,000 and $250,000.

                                           For Sevier County Tax
Sevier County tax is $1.63 per $100 assessed value:
$100,000 Home     25% of $100,000 = $25,000 x $1.63 = $407.50 tax paid per year
$250,000 Home     25% of $250,000 = $62,500 x $1.63 = $1018.75 tax paid per year

                                                       For City Tax
Sevierville is $.31 per $100 assessed value:
$100,000 Home     25% of $100,000 = $25,000 x $.31 = $77.50 tax paid per year
$250,000 Home     25% of $250,000 = $62,500 x $.31 = $193.75 tax paid per year

Pigeon Forge is $0.200 per $100 assessed value:
$100,000 Home     25% of $100,000 = $25,000 x $0.200 = $50.00 tax paid per year
$250,000 Home     25% of $250,000 = $62,500 x $0.200 = $125.00 tax paid per year

Gatlinburg is $0.1493 per $100 assessed value:
$100,000 Home     25% of $100,000 = $25,000 x $0.1493 = $37.33 tax paid per year
$250,000 Home     25% of $250,000 = $62,500 x $0.1493 = $93.31 tax paid per year

Pittman Center is $.85 per $100 assessed value:
$100,000 Home     25% of $100,000 = $25,000 x $.85 = $212.50 tax paid per year
$250,000 Home     25% of $250,000 = $62,500 x $.85 = $531.25 tax paid per year

Plus 30% of contents for personal property tax
There is no Income Tax

Good News on Homes in Gatlinburg

If you are undecided on a Gatlinburg home for sale, then read on.  Our blog regularly brings month-end residential sales data, provided by the Great Smoky Mountain Association of Realtors.  After our latest month end comparison, we noticed that some areas within GSMAR were outperforming the overall monthly states. 

Residential Real Estate in Gatlinburg is one example of an overachieving location.  The Great Smoky Mountain Association of Realtors residential data overall for July 2011 lagged July 2010.  However, this was not true for residential sales within Gatlinburg’s boundaries for this past July.  The interesting thing about Gatlinburg Residential Sales, is that all categories were even or above the numbers for July of 2010.

 In total number of Residences Sold, July of 2011 had 1 more at 126 than July of 2010, for an increase of 1%.

The category of total Residential Dollar Volume sold was also up by 1% or $218,208.00.

The Average Median Sale was higher in July of 2011 by 8% or $13,250.00.

In number of active listings our current July exceeds July 2010 by 115 or 15%.

So You Have Booked a Fun Gatlinburg Property and It’s Raining

"Place of a Thousand Drips"

First off, don’t let some precipitation ruin your vacation in these beautiful Smoky Mountain homes.  Rain can actually enhance the Smoky Mountains experience.  How can rain enhance the trip? Read on, and explore the magic of rain in the Smokies.  What many people fail to realize, is that parts of the southern Appalachians (including the Smokies) are a temperate rain forest. The highest peaks average over 85″ of rain per year.  Wet years can produce over 8 feet of rain annually. Yes I said 8 feet! When you combine serious changes in elevation mixed with copious quantities of rain, you get the crucial ingredients for waterfalls.  If you go online, you can pull up maps to the prominent waterfalls within the Park. However, if your vacation is timed with some of our local monsoons, there are still options for you that allow you to stay dry.

Before we explore some of these rainy day adventures, some caution should be noted.  Any serious rain event (like remnants from a Gulf Coast hurricane or something similar) can put you in peril if you go driving around these mountains recklessly.  Mountain roads are difficult to build and therefore are often more narrow, steep, and hazardous than lowland highways.  These mountain road ways were many times built on the flattest topography of the area.  These frequently follow the creeks and rivers of the mountains.  Valleys or hollows become the low point where a heavy rain can turn a scenic waterway into a raging flood. So exercise caution, because even the steep inclines of mountain roads get greasy with water, mud, and leaves. 

Longtime residents of the Smokies find rainy days to be delightful. Traffic is frequently lighter because many are cocooning in their homes.  The rain in the mountains is so much more 3-dimensional. Clouds and wisps of mist hang on the mountains.  It is easy to see why native Americans called this “land of a thousand smokes”.  As the water makes its way down the mountains, “wet weather” waterways spring to life and dormant waterfalls come alive on the rock ledges of the area.  If you look carefully, you can see Meigs Falls from your car.  It lies on Little River Road, 13 miles from the Visitors Center (west) and 7 miles east of Townsend.  It is easily missed.  You can also see “Place of a Thousand Drips” which is amplified in wet weather from your car.  It lies off Roaring Fork Motor Trail at stop light # 15.

Vacationers Love to Stay in Smoky Mountain Homes

Gatlinburg real estate gets a lot of press when it comes to vacation lodging.  However, this week’s blog is focused on Sevierville (pronounced severe-ville) .  This lesser known city of Sevier County is the county seat.  In land area it is on the way to becoming the largest municipality in Sevier County.  With this large expanse of land, comes opportunities.  Gatlinburg and Pigeon Forge are famous, but Sevierville is on the road to becoming the premier shopping destination of this area.  Currently, Sevierville boasts two of the largest outlet malls around.  The upscale Tanger Five Oaks Factory Outlet Center is the largest of its kind in Tennessee.  Outdoorsman can find awesome shopping at Bass Pro Outdoor World, Smoky Mountain Knifeworks, and the Orvis Company Store.  The shopping spectrum in Sevierville ranges from family run; antique shops, galleries, boutiques, and specialty shops, to huge corporate-owned mega stores.  A scrapbook store with the largest inventory in the United States is within the city limits.

Homes in Gatlinburg and Across the Tennessee Smokies are Deals for Buyers

If you are considering Smoky Mountain real estate, now is a good time for buyers.  The inspiration for this week’s blog comes from the Great Smoky Mountain Association of Realtors. GSMAR provides it’s members with stats on property sales within the association’s area.  The data compares residential sales (single family, condos, townhouses, and co-ops).  This is a repeating theme that we have blogged about, but repetition is for emphasis.  We also utilize cumulative numbers (year-to-date) that are better in our opinion to compare yearly month ends.  The YTD figures even out “over-active” time periods possibly induced by government stimulus.  This can help spot market trends which generally reveal themselves over wider spans of time. 

In Total Residences Sold, 2011 lags 2010 by 85 total or 13% less (566 vs 651). 

In Total Residential Dollar Volume Sold, 2011 is $18,059,163.00 behind 2010 or 16% lower ($94,742,880 vs $112,802,043).

In the Average Residence Sold category, 2011 is only $5,885.00 less than 2010 or 3% lower ($167,390 vs $173,275).

In the data for Active Listings, 2011 trumps 2010 with 605 more or an increase of 14% (5,052 vs 4,447).

So here is a possible scenario of what may be happening.  As 2011 progresses, we are getting further away from the influence of government stimulus. The forces of a market driven economy may be revealing themselves, at least to some degree.  The large divergence of numbers in stimulus 2010 vs non-stimulus 2011 seems to be fading.  The average residence sold is only about $6,000.00 less in 2011.  The overall number of sales and dollar volume is now close to 15% less in a stimulus-free market, while active listings continue to climb.  It could be that prices have bottomed or are close to a bottom.  There is plenty of residential inventory to choose from.  For potential buyers with cash or great credit this is a great time to buy.  You can lock in a hard asset (property) that allows you to insulate yourself from some investment “volatility”. There could always be more downside even in real estate.  However, what investment allows you to enjoy one of the earth’s most beautiful areas than property in the Smokies?

Cash is King for Homes in Gatlinburg

The key to Smoky Mountain real estate is cash.  A May 9th, 2011 article for Smart Money in the Wall Street Journal is the motivation for this week’s blog.  According to this story, 60% of investment buyers are walking away from loans and are slapping down American dollars for their purchases.  The federal reserve’s blitzkrieg printing of U.S. dollars may be forcing savy investors to buy their property with cash.  For several years, many areas of the nation have lagged in purchases of investment property.  However, some locations including the Tennessee Smokies are witnessing the beginning of a turnaround.

The core members of this new cash purchase wave are buyers with uncompromised discretionary income.  These buyers are not forced to choose between sending children to college, and buying a dream vacation home.  The number of all-cash property purchases has increased from 48% in 2009 to 60% last year.  Requirements on home loans were tightened across the board to stem the number of foreclosures.  This is especially true in the second home market.  Data firm, Core Logic, reports that second home mortgages created in 2010 is down 73% from the height in 2005.  With the median price falling in investment properties, some sellers expect cash-only deals.  This has become common place at the higher end of the market.  With an ever increasing aversion to debt, the all-cash deal guarantees a greater likelihood that the transaction will go through.  Cash deals eliminate many last-minute cost surprises, and move to closing in record time.

Despite all these benefits, some feel that low interest rates are too great to pass up. A Perfect Time To Buy That Gatlinburg Home For Sale?

Gatlinburg properties, like other areas of the Smokies are flashing a potential time to purchase signal.  Data from the Great Smoky Mountains Association of Realtors is revealing possible buy indicators.  We will take a look at their figures which compare residential sales for April 2011 vs April 2010.  Remember residential numbers include; single family homes, condos, townhouses, and co-ops.  Another important item to remember is that last year’s marketplace was impacted in a major way by the government stimulus for housing. 

In Total Residences Sold, April 2011 had 108 vs. April 2010 with 151.  Last year with the stimulus it was 28% better or 43 units more .

In Dollar Volume Sold, April 2011 has $16,742,437 compared to April 2010 with $25,818,457.  Last April was $9,076,020 higher or 35% more.

In Average Price Per Residence Sold, April 2011 was $155,023.  April 2010 was $170,983.  Again 2010 was greater by 9% or $15,960.

In Active Listings, April 2011 is at 3,474, while April of 2010 was at 3,148.  Our current April is up 326 listings or 10% more.

With an interpretation of data, it is critical to factor in government or other outside interference in the market.  In addition to serious government stimulation, we must also consider our weather.  We spoke about this in earlier blogs, but it merits repeating.  Most of the east coast including our Tennessee mountains had an exceptionally long, cold, and snowy winter.  Most potential property buyers are not inclined to go driving around looking for real estate when the weather turns nasty.

However, this past April is definitely down from April of 2010 in all categories except active listings.  The current market seems to favor property buyers.  Prices and sold homes are down along with the average price.  Active listings are up.  These factors tend to help buyers over sellers. When you view this, along with the reasonable price of mortgage rates, now could be a great time to buy.

Looking at Homes in Gatlinburg?

Mountain homes across the Smokies are great as an investment, or a vacation home.  This sector of the real estate market experienced good results in 2010.  A March 30th, 2011 article details the research on this material.  The data was compiled and published by the National Association of Realtors.  The article states that in 2010, vacation and investment home sales held their position in the property market place.  Vacation homes accounted for 10% of the market.  Investment home sales were 17% of the total homes sold.  These numbers are intriguing, because sales volume for the overall market declined from 2009.

This news is quite significant for a number of reasons.  The most important factor is that credit in the housing market is tight.  To avoid another bubble with bad mortgages, the federal government has cranked down the screws on easy lending.  This makes it tougher to qualify for financing.  Investment and vacation homes, have even more stringent lending guidelines.  All cash purchases make up a significant percentage of investment/vacation homes.  The buyers of the second home market are savy.  Foreclosures or discounted property made up a greater percentage than primary home buyers.  The median price for this “non-primary” home market is significantly below prices for primary homes.  It would appear that many investors are purchasing second homes as investment.  These homes preserve the value of hard-earned dollars, provide a great place to enjoy, and avoid the roller coaster ride of the stock markets.

Deals On Homes For Sale In Gatlinburg Could Be Slowing

Discounted mountain homes could soon become a rarity.  An article in USA todayindicates that the number of homes getting some kind of  foreclosure notice fell from January to February 2011.  In this real estate story out of Los Angeles, author Alex Veiga says, foreclosure notices are at a 36 month low.  Our recent February’s numbers are 15% lower than this January and February 2011 vs February 2010 is 27% less.  Much of the background data for the story was supplied by foreclosure listing company Realty Trac.  Before everyone gets ready to celebrate an end to the large foreclosure mess, consider this.  In most of the nation we had a severe winter.  The inclement weather gets some credit for aiding the decline. However, the primary reason for the current decrease in foreclosures is state and federal investigations which began last fall.  This intervention became serious when evidence appeared to show that some banks railroaded through loads of foreclosures each day, without giving the borrowers a fair chance to keep their homes.  As Congress and State legislatures got involved, the banking industry and other home lenders in effect froze the foreclosure process.  All of these currently stalled delinquent homes, will eventually enter the foreclosure pipeline.  However, that could take some time.

February Real Estate Comparison Report for Smoky Mountain Homes

Monthly year-to-year comparisons can be useful in evaluating the value in a Gatlinburg home or other East Tennessee property.  These statistical reviews can offer insights into trends and potential future direction.  For this reason, we like to offer our readers a look at data compiled by the Great Smoky Mountains Association of Realtors.  Before we get into this material, it is important for new readers to view the data with several facts in mind.  First, this data is not entirely the work of free market action.  Early last year, we had  heavy real estate activity stimulated by serious government tax incentives.  So when you compare early 2010 to early 2011 keep this in mind.

In Total Residences Sold, 2011 has 68 sold, while 2010 had 124 sold.  The difference is 56 less for our current year or 45% lower.

In Dollar Volume Sold, 2011 has $11,009,476.00, while 2010 had $23,345,043.00. 2011 was 53% less ($12,335,567.00 lower in volume).

In Average Price Per Residence Sold, 2011’s average is $161,904.00, while 2010’s average is $188,266.00. The current year is $26,362.00 lower or 14% less than 2010.

In the category of Active Listings 2011 has 3,304 listings, while 2010 had 3,004 listings. Currently we have 305 more listings for an increase of 10%.

Comparing these two years is tough because the government intervention has biased the data.  However, some items are still true.  Residences are still selling, listings are up, and the lower end of the market appears more active.
